Duties and Responsibilities
Functions / Key Results Expected
Summary of key functions:
Under the leadership and guidance of the Director of Law and Human Rights of BAPPENAS (National Project Director for the LEAD Project) the primary responsibilities of the Strategy Development Facilitator are to:
1. Facilitate the development of an integrated and comprehensive strategy for access to justice for implementation through GoI and non-GoI justice and community development activities and for inclusion in the 2010-2014 Medium-Term Development Plan;
2. Establish relationships and maintain regular communication with relevant government, civil society and donor agencies active in access to justice, human rights, legal and justice sector reform;
3. Identify relevant government, civil society and donor agencies active in access to justice, human rights, legal and justice sector reform, and collect information on their current activities. This would include, but not be limited to project documents, progress report, future plans, budgets, etc.;
4. Compile and tabulate this information into matrix form and periodically update quarterly and annual output targets and indicators, progress and achievements, as well as future plans and priorities and activities;
5. Provide secretariat support to the organization of and support to regular sectoral coordination meetings, chaired by the Director of Law and Human Rights of BAPPENAS;
6. Act as an information and reference point for government, civil society and donor agencies active in access to justice, human rights, legal and justice sector reform;
7. Support the development of systems and processes to align donor assistance to GoI priorities in the area of legal and judicial reform, and ensure that regular monitoring and reporting takes place;
8. Support and facilitate further harmonization efforts, such as joint monitoring missions;
9. Initiate and facilitate meetings between the Director of Law and Human Rights of BAPPENAS and LEAD Project Sector Coordinators for any substantial matters that need to be discussed;
10. Other duties related to improved information sharing, coordination and harmonization within the sector, as directed by the Director of Law and Human Rights.
Impact of Results
Project implementation in line with the objectives of the LEAD Project and UNDP rules, regulations and procedures is critical to ensure achievement of UNDP Country Programme outcomes. A client-oriented and efficient approach has impact on the image of the UNDP CO.

Required Skills and Experience
Recruitment Qualifications
Education:
Masters degree in Law, Public Administration, Economics, Political Sciences, Social Sciences or a related field.
Experience:
Essential
* Minimum 2 years of relevant experience working on social development and/or justice-related issues
* Knowledge and experience in working on improving access to justice and pro-poor justice sector reform
* Understanding of current political and economic policies in Indonesia
* Excellent communication skills and proven ability at networking with government, civil society and donor agencies
* Strong experience in the usage of computers and office software packages
Desirable:
* Experience in working with Indonesian government institutions
* Demonstrated knowledge and experience in working on developing blueprints or grand strategy in legal or judiciary reform is an advantage
Language Requirements:
Strong written and spoken Bahasa Indonesia and English
