Required Skills and Experience

Recruitment Qualifications

Academic Requirements:

* A Master’s degree in social sciences, psychology, sociology, public health, development studies, or other related social sciences; or Medical degree.

Experience:

* Five to seven years of professional experience working on HIV/AIDS prevention and care programmes including project management.
* Knowledge of and/or practical experience in the area of organisation and delivery of training programmes in the field of HIV/AIDS, would be an asset.
* Proven ability to work independently and as a member of a multidisciplinary and multi-cultural team.
* Well-developed communication skills to liaise, negotiate and advocate with key stakeholders including with other implementing agencies.

Languages:

* Fluency in oral and written English and Bahasa Indonesia. Knowledge of an additional UN Language is desirable.
* Ability to write reports and reviews and conduct presentations by clearly formulating positions on issues and defending recommendations.

Computer skills:

* Proficiency in current office software applications.

MONITORING AND EVALUATION CONSULTANT - PARLIAMENTARY SUPPORT PROGRAMME

Languages Required :

Competencies

* Has strong knowledge in parliament issues and parliamentary work;
* In-depth understanding of Parliamentary processes and procedure;
* Experience with conducting impact evaluation of development projects focusing on institutional reform;
* Proven track record and publications in the area of M&E;
* Ability to work independently and communicate effectively with diverse stakeholders including government, civil society and donors;
* Computer literacy, with high proficiency in the use of standard business software packages.

Required Skills and Experience

Education:

* Master’s Degree (Ph.D degree is an advantage) in economics, development studies, statistics or other relevant discipline

Experience:

* At least 5 years of experience in designing and implementing of M&E systems in the area of parliamentary development
* Practical experience of governance, institutional and development issues in Indonesia, relating to parliamentary development

Language Requirements:

* Excellent written and oral communication skills in English are required and excellent drafting and presentation skills.

Other Selection Criteria

* Displays cultural, gender, religious, racial, national and age sensitivity and adaptability;
* Displays a high level of respect, diplomacy and tact when dealing with government officials, elected members and other project stakeholders;
* Demonstrate political sensitivity and analytical judgment;
